Municipality sends the opt-in link
The owner opens the municipality-branded page, provides the required property details and consents to enter the PRX assistance programme.

Accelerating revenue recovery. Unlocking a way forward for property owners. Building stronger communities.
Many owners cannot sell because municipal arrears must first be settled to obtain clearance. The municipality remains unpaid, the property stays with a non-paying owner and the owner cannot unlock the value in the property.
PRX changes the sequence: facilitate the sale, fund the arrears, complete the transfer.
A trapped owner may have sufficient value in the property, but cannot complete the sale because the municipal account must first be settled.
Two ways to enter PRX. One coordinated journey to recover arrears, unlock the transfer and create a new paying owner.
The owner opens the municipality-branded page, provides the required property details and consents to enter the PRX assistance programme.

The municipality uploads qualifying arrears accounts itself, or authorises PRX to receive and upload the data under its recovery appointment. This route is used subject to the municipality’s approved process, applicable law and data-protection safeguards.
PRX verifies whether the case entered through owner consent or authorised municipal data sharing, confirms the necessary authority and applies the required safeguards before engagement progresses.

An approved estate agent, conveyancer and funding partner are coordinated through one visible platform.
The appointed agent works with the owner, secures a suitable buyer and uploads the accepted offer into PRX.

An approved funding partner pays the required municipal arrears. Clearance proceeds and the property transfers to a new owner.

PRX does more than recover an old balance. It helps improve the future payment profile of the property.
The qualifying balance is settled so municipal clearance and transfer can proceed.
A new property owner takes responsibility for paying municipal charges going forward.
No implementation or platform fees for the municipality.
PRX-approved partners fund qualifying transactions.
Cases enter through owner consent or an authorised municipal data-upload route, with appropriate safeguards.
Real-time tracking, clear stages and consolidated reporting.
PRX coordinates the participants and the transfer journey.
Recover historic debt and replace a non-payer with a paying owner.
The municipality remains visible and in control while PRX coordinates the workflow, stakeholders and progress reporting.

PRX provides an additional, voluntary recovery channel. It does not replace the municipality’s existing credit-control and debt-collection measures.
PRX supports both owner-consent and authorised municipal data-entry routes within a controlled recovery process.
Cases can originate through an owner’s opt-in consent or through an authorised upload of qualifying municipal arrears data.
The municipality chooses the approved entry route, retains programme oversight and remains the visible recovery authority.
Where appointed and permitted, PRX may receive qualifying arrears data for recovery through its Council for Debt Collectors registration, subject to applicable requirements.
The source, authority, case stages, actions, documents and outcomes remain visible for operational reporting.
Test PRX against a defined group of qualifying arrears properties, measure the results and then decide whether to expand.
